I believe that you're describing benign fasciculation syndrome where muscle twitches are seen & felt in thighs and calves while at rest but not when up& about. This is different from the continual more fine muscle fibrillations seen in the serious disorder,ALS. For verification I recommend that you consult a neurologist.

Dr Google is wrong again! You may have benign fasciculations, although if you note dissipation of sensations on getting up and moving around, this might be restless leg syndrome. See your doctor, get examined, and decide next steps.
