Hi doctors. i saw an ophthalmologist who dilated my eyes. i want to go to a different/second ophthalmologist. how long do i need to wait for the dilated eyes to back to normal and for it to be safe just in case the 2nd doctor wants to dilate my eyes?

You should not worry. That eye drop does not have residual or bad effect on your eyes if it has to be used repeatedly.
