If someone has pots does the resting pulse rate stay higher all the time when they are standing than sitting?

The answer to this question somewhat depends on the cause of the POTS. Hopefully, you are under the care of a physician. If symptoms exist, some medications can be used. Also hydration status needs to be checked. Interestingly, COIVD-19 can cause POTS and, while it will ultimately get better, it may last for a bit as part of the Long-Haul syndrome.

Normally the heart rate rises about 15 beats a minute on going from sitting to standing, but with POTS it rises over 30. This tachycardia may last 10 minutes or more before settling down but can recur multiple times a day.
