Clothes could be too tight or not washed properly. Area should be cleaned and powder or ointment placed on skin when dry.

Odors are triggered by gasses made by bacteria & moisture in this area may amplify germ growth. A good antibacterial soap may solve this problem. In some rare metabolic problems infants may have odd odors. In the US these are picked up on newborn screening.
