A doctor who has looked at tonsils of many 2 yo and thus knows the difference will decide if it is. I find it unlikely any untrained person would know what they are looking at or what the norms would be. There are variations of normal and tonsils grow faster than the kids do for several years, tapering over time & then the kids outgrow them.
