Both methods can empty the bladder. It is a matter of convenience. Tell the person to have the penis in the most dependent position and a wait a few seconds after he thinks he has finished and squeeze out the last few drops by contracting the musc les around the anus. It requires patience and practice but is easily done till it becomes a habit.

Even normal men can have 2-7 ounces of urine left in the bladder after voiding. However they don't feel uncomfortable and that they have to urinate again for several hours. As has been mentioned meds like flomax can enable men with bladder outlet obstruction empty their bladders more efficiently. See a urologist as needed if you're experiencing too frequent urination or very weak stream.
