Yes it is ok, since the vision in the post op eye may be interferring with the vision in the unaffected eye.

Wearing an eyepatch is not going to enhance or hinder the healing of the retinal detachment. At some point, depending upon what his vision is like, he is going to need to start using both eyes to try to establish binocularity. The best thing is to talk with his surgeon.
