Most likely a combination with the spinal stenosis likely involved in pain affecting both legs, including thighs, with the knee arthritis adding pain bilateral knees and below. An ortho eval may help clarify.

Most of the time with people describe the pain is burning, stinging or electric, that’s more likely nerve pain. Arthritic pain can be dull achy and change with weather. So it depends on what type of pain it is. Also lumbar stenosis pain is usually down the leg.
