Hard to know: Your issue would be a local one. In order to maintain hospital admitting privileges any OBGYN would be required to practice according to the standards set forth by the hospital & its bylaws. If it permits elective C/S for a first time delivery they may. You may need to contact several OBGYN's to find one who delivers at a facility that allows it.
