I shaved 8 days ago. the next day i woke up to reddish bumps that were oozing white pus. i popped all of them. they went away, but for one. i can see 2-3 black hairs inside the hole. why hasn't it healed? is it herpes? it never blistered/leaked clear?

I think you're speaking of pubic/genital shaving, right? This sounds like folliculitis, i.e. irritation or infection of hair follicles, often triggered by shaving. Genital herpes usually doesn't involve the pubic area, only the genitals directly (e.g. penis, scrotum); and association of some lesions with hairs also is against herpes. It can take a couple weeks for folliculitis to heal completely.
