Can't dx: Can't diagnose without clinical exam and medical history. Bumps on lips can be from many things bases on size, shape, color etc.

Check with dentist: You described "bumps" that can be so many different things ranging from normal (minor salivary glands) to viral infections, to lesions that can be basal cell carcinoma or more serious.. Check with your dentist.
