If the cuff is inflated to obstruct all venous flow to the upper arm, but not sufficient to obstruct arterial flow to the lower arm, petechiae may occur in the arm below the cuff from increased venous pressure on capillaries. This will resolve quickly, and is not a serious problem. If arterial flow is obstructed, the upper arm may show petechiae , but will also resolve quickly.
