All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, the result is not indicative of Hep B infection. You should get vaccinated for Hep B. Wish you good health!

As Dr. Singh stated we do not have enough info for the advice. However, I wonder why you keep get testing for Hep B surface antibody. I know that only do dialysis patients get Hep B surface antibody done monthly. If HepBs Ab was (-) many times before even you had received the vaccine which meant you could not make antibody. Borderline non reactive in this case is considered negative by my opinion.
