Not necessarily, the majority of vaccine recipients have limited to no side effects to the vaccine, if having medical conditions or treatments affecting her immunity, that may interfere with her building an efficient, lasting immunity to the virus.

Lack of side effects has no bearing on the immune generating capacity of the vaccine. It is good that your mother has received three shots. It should protect her against serious illness from Covid.
