The diagnosis of hypertension is made by consistently elevated BP. A BP of 140/90 is the cut off for the diagnosis, but cardiovascular risk for heart attacks, strokes, etc is more than just BP. If I were seeing you, my first question would be why you thought you had high BP? Whatever makes you concerned should be explored in more detail. Go see someone and get answers
