Where i live in winters humidity is around 30%and in summers it is 53%.in winters my skin gets dry and itchy when i am outdoors(running,walking).so should i wear warmer clothes to protect my skin from getting dry or are jackets useless instoping dry?

Jackets protect you from cold and only partially from dryness. You should use a proper soap and moisturizing cream on exposed areas or other parts of your body in general in the winter. Wish you smooth and soft skin.

The best way to prevent itchiness is to keep your skin hydrated and moisturized! Using cream moisturizers (jars) instead of lotions (pumps) will help to maintain skin hydration. Moisturize after every shower, when skin is still damp. Avoid long hot showers, keep water temp to lukewarm and make showers quick! Use gentle fragrance- free soap like dove unscented bar soap for sensitive skin.
