What does this xray impression mean: small pleural effusions right side worse than left with mild basal atelectasis and/or early infilitrates?

translation= there is fluid at the base of both chest cavities, R more than L, The lungs may not be fully expanded ( did not take a deep breath for x-ray) or inflammation at the lung bases

The above non specific changes are seen in many conditions from early congestive heart failure to bilateral pneumonia, to name two commonly seen in practice and only the treating physician would be able to place them in proper clinical context.
