What you states is not entirely correct. The function of central nervous system is very complex. Even when you lose the consciousness, e.g. under certain medications or some diseases which affect the consciousness, that sophisticated function is still operating efficiently. You may imply the cognitive function and consciousness rather than the function of CNS.

If you are alert and aware, responding appropriately to questions it is a reliable sign that enough blood & oxygen are getting to the brain to support those functions. This requires that the heart pump it there/the lungs supply the oxygen & the metabolism supply enough energy. This makes it a simple gauge of higher CNS function.
