Is it true that if someone has hiv but is on antiviral medication their chances of transmitting it becomes close to none?

The effectiveness of their treatment determines whether this is true. Current treatment plans revolve around finding "detectable" levels of the virus in their blood during regular testing. If they achieve a "undetectable" level they are unlikely to pass the virus. Just being on treatment does not mean they have reached this point.
