Yes Intellectual disability is low IQ or someone who is less smart than average. A learning disability is someone who has challenges to learning they can be very intelligent and just have difficulty in certain areas

Defining words. Intellectual disability implies any difficulty in general learning and is usually applied to those with weaknesses in many areas. A learning disability implies a specific area of weakness, like math, reading, retaining memory of what you read, etc. but also implies that you are much weaker in that specific area than most other areas.
