Blocked tear ducts and blepharitis are 2 different problems but symptoms of blocked tear ducts may resemble symptoms of blepharitis: crusted eyelids and redness of the white part of the eye. So if the tear ducts are unblocked those symptoms will be relieved.

Tear duct surgery will not likely help with blepharitis as they are two seperate issues. There are many potential therapeutics for blepharitis so I would suggest consulting an ophthalmologist to determine which is best for you.
