Buzz in groin, a split second sensation.does not last beyond 2-3sec and then disappears..sometimes i'll feel it only once a day when i bend my back more and then bend neck forward, what could it be?some days i don't feel it if not looking for it?

Our body sometimes has hard-to-explain symptom. As long as the symptom is not persistent and not getting worse, you should ignore it.

Your description is quite atypical, but in some cases, neck flexion can irritate the spinal cord, causing an electrical sensation. This can be experienced with cervical stenosis, pernicious anemia, and multiple sclerosis. Not clear to me whether your situation should be further pursued.
