The combination of that posture and neck bending seems to compress either a superficial nerve in your groin or compresses a portion of the spinal cord which causes the tingling sensation to be felt in the groin. A neurologist would be best to pinpoint the cause of your symptom. I doubt a serious neurological issue but would check it out if the symptom persists.
