I know of no data that supports the contention that using a smart phone before bed causes dark circles under the eyes. This issue commonly reflects slow blood flow in those tissues due to allergies/irritants affecting the eyes/nose. A change in phone use would not be expected to change anything. The issue tends to vary over time/exposures anyway.

Cell phone use is very unlikely to the cause of your "dark circles". Much more likely is lack of sleep, allergies, dermatitis, family history etc. There fore a change in your cell phone use is unlikely to impact your situation.
