I would say that repeat since regrows would be attempted with either better fusion material or perhaps cadaver bone implants

Essentially, the surgery was a failure if bone graft was used and would need to be repeated. If the fusion did not occur but hardware had been placed which provided the necessary stability, it may not have been a failure. I would suggest a second opinion regarding your previous surgery to get clarity.
