Yes, breathing difficulties or shortness of breath is common with covid, even without cough. If you feel like you are having trouble breathing, you need to see a Dr. There they can check your blood oxygen level and listen to your lungs. You may need an Xray. There are medication that can open your airways, and if your oxygen is low, they can have you breath supplemental oxygen.

Yes, and the symptom of shortness of breath should be checked. Please see an acute care clinic or the Emergency room. Stay self isolated, drink fluids and rest
