Emergency csection & epidural 2 yrs ago; tingling feet, legs, hips, toes, & fingertips as well as cramps. problems using the bathroom bc it feels like pressure. no uti. could this just be anxiety?

C-section and epidural should not affect the upper extremities. Your symptoms seem consistent with a psychosomatic disorder so anxiety disorder could be correct. You should see a psychiatrist or psychologist for a comprehensive care.
