Ever since i was a kid and still up to now i have a hard time understanding social rules and i can be socially awkward at times i'm not good at paying for things and i don't understand how to do laundry yet and i'm a adult and i'm behind on spelling?

There are a subset of the population that have difficulty learning /understanding things at any age. This produces obvious difficulties. I would seek out assistance from your doctor/family and find a group setting that helps teach you these skills. In the US we have organizations like the ARC that assists those with these challenges. You are not alone in this difficulty.
