Can lumbar radiculopathy cause temperature sensations in legs such as phantom cold feelings or phantom hot feelings?

Lumbar radiculopathy is caused by a pinching of a nerve root. The outside layers of the nerve control sensation to the lower extremities. If these symptoms of sensation with hot and cold are experienced it very well could be from the pinching on the outer surfaces of the nerve.

Since the nerve being compressed carries not only motor signals distally, but also sensory signals proximally, it would not be unusual for temperature sensations to be altered secondary to pathological nerve function.
