2 yr old toddler pushed toilet paper into ear. was able to get some out but she is moving around and fussing so afraid to dig to deep to get the rest. is there a safe way to get it out? it's pretty far down?

The safe way is at the docs office where they have the proper tools to view the material and check the canal during the removal. Two year old's are hard. I have had to sent some to foreign body removal under anesthesia when necessary. The less you try to do yourself the better.

I agree that you should not attempt to remove it. Pediatric urgent care centers have special equipment to do so. Other options include ENT. Watch for drainage from the ear canal.
