I had dental work done 3 months ago, and i have lip swelling and skin rash around the lips. both dermatologist and ent suggest allergic reaction to bioclear dental bonding. dentist says highly unlikely. i'm considering removing the bonding..?

Although dental materials are usually not allergenic, you can never say never. I agree with your dentist that it is unlikely, but certainly possible. Before removing your restorations, consult with an allergist to confirm sensitivity to the materials in the restorations.

Some of the ingredients of Bioclear have been associated with reactions. Butylene Glycol has been associated with moderate to severe allergic reactions. Sodium Hyaluronate, which is used for skin filling, has been associated with local swelling; there is some debate whether the reaction is true allergy.
