Shampoo contains preservatives that prevent bacteria from proliferating. Soap can contain bacteria but they usually don't multiply. Even with a relatively low content of bacteria, soap still cleanses. Some liquid soaps contain antibacterial substances. Bottom line is that all these products still do some good when we wash well with them.
