Unfortunately you cannot restart puberty. It would require coordination of hormones from multiple parts of your body and brain that are just not possible to replicate. The "Restart puberty" claims online are typically from websites trying to sell specific products to men who hope to enlarge their penis size. None of them have shown any positive effect and may result in many negative side effects.
