Can hives be flat and red and itchy? i have a rash that isn't raised and isn't wide spread all over my body its just on my hands and when i leave it alone it goes away but it comes back when i scratch?

Agree with Dr. Mentzer - think about dyshidrotic eczema, limit exposure to water and to potential irritants on your hands.
