Yes the pectoralis muscle is not actively utilized to raise your arms. Raising the arms does put some passive stretch on the muscle.

Yes they can. Raising your arms uses shoulder muscles like your deltoids and rotator cuff muscles. The pecs are in the chest and are more for pushing activities like push-ups.
