Tapering medications like fluoxetine is best done under supervision. Talk to the doctor who prescribed the medication along with a list of your symptoms and the time that these appeared relative to your taper. It's better than being anxious about figuring it out.

This is something to talk to your doctor about rather than making the decision on your own. Trouble falling asleep may be one consequence of tapering the dose, and if it is something that’s interrupting your daily life, then it should be something to talk to your doctor about to decide next steps for therapy - whether to increase your dose, keep it the same, and/or add something for sleep.
