My daughter is 15 and ever since puberty she has had a yellow crust on both nipples but recently just 1 she can peel it off but it comes back, what could it be?

Since this is occurring on both nipples and there are no lumps or other nipple changes, I would consider this benign physiological discharge of fluid from breast ducts. If you still have concerns have a physician, gynecologist or breast surgeon examine her and advise you.
