If you do not have any symptoms and there has not been a change in the blood vessels, you do not need to see a doctor for this. Visible blood vessels on the sclera, while of the eye, are normal. Have a healthy diet, exercise 30 minutes/day, drink plenty of water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs.

It's not completely clear from your question which blood vessels you're referring to. However, there is a certain amount of melanin pigment that is normal and can appear to surround the blood vessels in the conjunctiva. This is called melanosis. It is more prominent in darker skinned people and increases gradually with age. If it is increasing rapidly, you should consult an ophthalmologist
