How does psoriasis normally start as and progress? i had very tiny bumps on my elbows that were like goosebumps or infected hair follicles and have gone down, but i now see a flat dry area of skin. doesn't really itch much. have eczema already?

Psoriasis often starts as a pearly, scaley rash on the elbows and knees. Eczema often involves the creases in the front of the elbow and is itchy. Less commonly it does cause tiny bumps on the elbows. Since your tiny bumps have receded, it's probably not worth seeing the dermatologist at this time. I don't think you have psoriasis. The bumps may have been eczema.
