He may have an asthma equivalent condition manifested by recurrent dry,hacking cough without the wheezing component. If so those inhalers are appropriate. Do you have pets in the house or dust collecting objects in his bedroom? You may have to eliminate these. For accurate diagnosis and appropriate treatment however, I recommend consulting a pulmonologist for evaluation and testing.

Questions about specific patients must be addressed by the patients doctor. 2 inhalers are common in asthma and similar conditions one inhaler is a rescue inhaler ( a bronchodilator) ie albuterol, the other an inhaled steroid for inflammation in the airway like flovent. Chronic cough can be from asthma but there are other causes. The dose of steroid absorbed systemically is low, thus lower risk
