Absolutely : And most sufferers of apnea are not obese. It has been shown, however, that apneics store up to 400% more fat in their tongue than non-sufferers. Apnea is primarily an anatomical condition caused when the muscles that support the airway go flaccid when one sleeps. Vibration of the tissues makes the noise; collapse causes apnea. Get a sleep study and diagnosis. Talk to your sleep dentist!

Sure, it can be: If you do not have an obstructed airway (very large tonsils, large uvula, or large tongue) then an oral appliance (mouth guard that brings the lower jaw forward) will often prevent or reduce this problem. See a dentist or physician for an evaluation and sleep study to determine if you also have apnea.
