An interesting question! These entities show a lot of overlap in behavior. Sometimes the real difference is between having a disorder that is not a choice (bipolar), and choosing your motivations.

Bipolar Disorder by definition is defined by impairment and disability. Function is severely limited by definition to get diagnosed with the disorder. "Highly motivated" is a mental state characterized by drive and functionality, and of itself is not seen as pathology. The two are not mutually exclusive and can exist in the same person.
