Is cardiac fibrosis always progressive?

Depends n what is causing the fibrosis and what technique was used to make the diagnosis. If the fibrosis is diffuse, a search should be made for other causes such as sarcoidosis, diffuse inflammatory processes etc. The physician who made the determination that there is fibrosis may be best qualified to provide the answer.
