Is it normal that there is a bubbly feeling below my right rib cage? not under but just really below the rib, almost in the rib. i can feel like it moves? could it be gas?

It depends on what you mean by the word bubbly there is a condition called crepitus that must be evaluated by a doctor that means a pocket of air that got their abnormally. A chest x-ray should help diagnose this.
