Shingles will almost always one sided, have collection of vesicles (small water blisters on a res base of skin). Often associated with burning or sharp pain sensations. Typically follow a strip of skin.

Shingles typically does not itch -- it hurts. And it usually involves only one site, following the distribution of the sensory nerve that is infected. I would not hazard a guess as to what is causing your rash without seeing it, but I am pretty confident that it is not shingles. If it has not responded to steroid cream, I would strongly suggest that you consult a dermatologist.
