I have had on and off urinary urgency with pain and bleeding. i went to the er u/a showed blood, protein, wbc but no bacteria, what could this be?

Lots of possibilities here. Chronic interstitial cystitis would be the most benign. You didn't mention if cultures were done on the urine. Regardless, you need a urological consult with possible cystoscopy and biopsy. This should be done sooner rather than later.
