Neither of these causes penile or genital pain. Depending on the pattern of pain and exact location(s), prostatitis or the chronic pelvic pain syndrome (CPPS) are much more likely causes than HPV, HIV, or any other STD. See your doctor, or ideally a urologist. (Google prostatitis and CPPS [spelled out] for more information; the wikipedia article on CPPS is quite good.) Good luck.
