Reward a behavior to see more of it. Self directed head banging will not produce significant injury. If you monitor the behavior out of your peripheral (side) vision when he doesn't think you are looking, you can go to him when he stops, pick him up & smile. Do similar focused attention when he is playing productively. If you don't like hair play, just say no. This is not unusual at his age.
