It’s low but not “critically” low. Should definitely be evaluated by your Primary Care or Hematologist (not ER or Urgent Care). Most common cause is iron deficiency due to menstruation, but there are many other possibilities

Yes, Hb of 9 is low and needs to be investigated properly. Your treating doc would be best to further coordinate workup and possible referrals.
