Rabies probably can be transmitted sexually or by kissing, but only during active infection. People exposed but immunized are believed to not be able to transmit by any means. And even without the vaccine, your girlfriend probably was at very low risk: most likely she is being vaccinated out of an abundance of caution despite minimal risk. But the smart thing is to discuss with the doctor(s).
